Rating Action: Moody's assigns Aa2 to New Rochelle, NY's GO Bonds

New York, January 25, 2021 -- Moody's Investors Service has assigned a Aa2 rating to the City of New Rochelle, NY's $34.5 million Public Improvement (Serial) Bonds, 2021. Moody's maintains the Aa2 issuer rating and general obligation limited tax (GOLT) rating on outstanding parity debt. The issuer rating is the same as the general obligation unlimited tax rating and there is no debt associated with this rating.

RATINGS RATIONALE

The Aa2 reflects the city's stable financial operations with healthy reserve levels, large sized tax base, average wealth levels for the region, and manageable debt burden. While the city was one of the first and hardest hit communities in New York by the coronavirus it's impact on the city's credit profile was minimal. Construction of existing projects was only halted temporarily and the city was able to manage it's expenses to offset revenue declines.

We consider the outstanding debt to be GOLT because of limitations under New York State law on property tax levy increases. The lack of distinction between the Aa2 GOLT rating and the Aa2 issuer rating reflects the city's ability to override the property tax cap and the faith and credit pledge in support of debt service.

Moody's typically does not assign outlooks to local government credits with this amount of debt outstanding.

LEGAL SECURITY

The GO bonds are payable from the city's general obligation pledge as limited by New York State's Property Tax Cap-Legislation (Chapter 97 (Part A) of the Laws of the State of New York, 2011).

USE OF PROCEEDS

The bonds will provide new money for various projects, most of which will be dedicated to the city's sewer system.

New Rochelle is located approximately 16 miles northeast of midtown New York City in the southeastern portion of Westchester County. It had 79,299 residents as of 2016.
