Theresa May has announced plans to publish a Brexit white paper that will cover issues including customs, regulatory divergence and the financial services sector, ahead of a key European Council meeting in June.

The Scottish parliament withheld consent for Britain's flagship Brexit legislation on Tuesday, pushing the country into constitutionally uncharted territory as London presses ahead with the bill regardless.
