SHEBOYGAN — Partners for Community Development has plans to build an affordable housing development in the Gateway neighborhood.

Gateway Apartments, on the corner of 13th Street and Erie Avenue, will bring 44 affordable apartments to the area, according to a conditional-use permit application.

The land, currently vacant, was occupied by four homes that were demolished.

The building will offer 35 one-bedroom, four two-bedroom and five three-bedroom apartments. The number of residents is undetermined.

Designated as affordable housing, renters with incomes below 60% of the county median income for Sheboygan County will qualify, according to Partners.

60% of annual income limits for the county range from $37,680 for a one-person household to $70,980 for an eight-person household, according to the U.S. Department of Housing and Urban Development.

Three floors and underground parking will be included, amounting to about 57,000 square feet. The building will be managed by Partners, and a manager will be onsite at times, according to the application.

Construction on the $9.85 million project could start in November and finish by early 2025 at the latest, according to the conditional-use permit application.

The city will work with Partners on the development, contributing some American Rescue Plan Act funds, Mayor Ryan Sorenson said at an Oct. 24 City Plan Commission meeting.

The project developer believes Gateway Apartments could be a “great addition to the neighborhood and will not provide any adverse effects to the neighboring properties,” the conditional-use permit application said.

The application noted the city has sought to revitalize the Gateway neighborhood, a largely residential area with several businesses like Burger King and Walgreens.

Gateway Apartments is among several projects under way in Sheboygan to bolster the city's housing stock. Others include View 14 Apartments and Berkshire Sheboygan Riverfront apartments and townhomes near Indiana Avenue.

Partners is also working to revitalize 14 properties across the city, which will result in 26 affordable units to be bought or rented.

The organization also manages Sunnyside Townhouses, an affordable town home development in Sheboygan.
