The Frederick County Teachers Association has ratified the contract hammered out last month between the union and Board of Education. The contract includes a 4 percent across-the-board salary increase, which officials hope will stanch the flow of teachers leaving the school system for more lucrative positions in neighboring jurisdictions.

Several animals found in a manure-filled barn on Baugher Road without provisions were confiscated Monday by Frederick County Animal Control officers. The animals, that included 19 hogs and six cows and a few calves, were standing in manure that was several feet deep, said Sgt. Steve Fogle, who is heading the investigation. Also found inside the barn was a large white rabbit, housed in a small cage surrounded by manure. It had no food or water, officers said. The animals were examined by a local veterinarian and taken to a nearby farm where they are being cared for by a "foster family."

The April 1994 fire that destroyed the Brunswick Crab House was deliberately set, a state fire marshal told a Frederick County Circuit Court jury Tuesday. Maryland State Fire Marshal Harry T. Meminger Jr. said he found three locations where flammable fluids were used to fuel the fire that caused nearly $1 million in damages. His testimony came during the second day of the trial of the owner who is accused of torching her restaurant, bar and pool hall for profit. She has denied allegations of arson, conspiracy to commit arson and being an accessory before arson.

Frederick elementary and middle school students may have a chance to enjoy outside recess today. Many around the county haven't enjoyed the outdoors in more than a week. The steady downpour of rain is expected to break this afternoon, allowing the sun to peak through the partly cloudy sky, according to the National Weather Service.

Local attorneys whose offices were raided early last week went to the jail Saturday and recovered a portion of their loss. The attorneys identified their volumes, notwithstanding that their names had been erased with acid. The names, however, faintly appeared under the acid treatment. Some of the stolen books are still missing. It is understood that the missing volumes have been located at the store of a bookseller in Baltimore and are expected to be shipped to the jail. In the meantime, the prisoners Thomas J. Wright and Lawrence Wilson are in jail awaiting a hearing.
